Which court has jurisdiction to deal with inheritance disputes in Israel ?

The family court, according to the Inheritance Law of 1965.

Does the family court have jurisdiction to decide on a plea between the estate and the deceased's family ?

Yes ! It has jurisdiction to deal with a plea between a person or his estate and the family, or his estate, where the legal ground or cause in a dispute within the family. 

Will the family court still have jurisdiction if the inheritance plea is for millions of shekels ?

Yes ! Although the family court has the rank of a Magistrate's Court which only has jurisdiction to hear financial pleas up to a certain ceiling, where the plea is an inheritance one and the ground is a dispute within the family, this ceiling does not apply. The family court can, therefore, hear an inheritance plea however large the amount, as there is no upper limit.
